To make somebody a sysop or bureaucrat, go to special:makesysop on your wiki. You can't remove sysop rights or other rights (only rollback could be granted or revoked by bureaucrat). If you need any other action with user rights, go to Community Team, couse only staff can manage user rights on all levels. Renaming users is impossible on Wikia becouse of shared user database.
